Ask about any group plans that you may be eligible for now or in the future. Quite often these types of plans offer very extensive benefits at a cost that is fractional to what you’d pay in a private plan. Even if you feel that you don’t need all the coverage, with the low cost it comes at, you can certainly afford to have it.

When you are shopping for health insurance from a private company it may seem a bit overwhelming. You can always adjust your coverage in the future if your health care needs change. This typically occurs after you marry or have children. Until then, pick a plan that offers the basics. If President Barack Obama gets his trillion dollar health care bill passed this week by the Democrats in Congress, parents will be required to pay for their unmarried kids’ health care coverage until the age of 26. And Generation Y and ‘millenials’ will be enticed to continue slacking, without a job, well past college graduation. While ski bums everywhere are cheering the news that the federal government will be forcing parents to pay for their health insurance through age 26, parents are questioning why the federal government is enticing a whole generation to stay unemployed.

America has always been a place where hard work is rewarded regardless of one’s age, family status or educational background. If you have an idea you are committed to and make sacrifices to further the idea, you can be wildly successful in our capitalistic system. In America, you can launch a multi-billion dollar computer company from your garage, you can grow up homeless and make it Harvard and you can create a world-wide social networking movement while still in college. But you can also be a slacker if you have the means to slack. Spending a year skiing, hanging out on the beach and surfing or traveling the world are options for the few lucky ones who have parents wealthy enough to pay for such endeavors.

But should the U.S. government encourage college kids to become slackers? Does Generation Y need any more encouragement to feel entitled? And should society guarantee a 5 year hiatus from responsibility after college graduation for millions of college kids? While it is true that many college graduates today will be self-motivated to find a career, make their own money and contribute to society, Generation Y has been the most entitled generation in history. Should the American taxpayer tempt these kids further into believing that the American dream is easy to fulfill?

Obama’s health care bill is being celebrated on the slopes of Colorado and the surf shacks of California but is a dangerous precedent for future generations. Here is the exact wording:

SEC. 2714. EXTENSION OF DEPENDENT COVERAGE.

(a) In General – A group health plan and a health insurance issuer offering group or individual health insurance coverage that provides dependent coverage of children shall continue to make such coverage available for an adult child (who is not married) until the child turns 26 years of age.

One could understand extending another entitlement program through age 26 in countries where the average work week is 30 hours per week and vacation time is guaranteed at 8-10 weeks per year. But is this new proposal anti-American? We aren’t supposed to reward people who don’t work hard and make sacrifices to get ahead. And we aren’t supposed to guarantee anything in America but a fair shot. America is a place where you prove your commitment to your family and your community through hard work and sacrifice. It is this ethic that we call American values.

But the American free-market system is under intense assault from President Obama and his partners in the overwhelmingly Democratic Congress. Obama has proposed massive new programs to give money, guaranteed jobs and entitlements to millions of Americans. In 2008, 36% of Americans paid no taxes. Think about the fact that more than 1/3 of our neighbors paid zero taxes. Did you pay any taxes last year? If you were part of the working group that paid for the slackers, do you really think they need another entitlement program that you will have to pay for?

When it becomes law, families will save on their premiums,” President Obama declared in his weekly radio address before Christmas, pitching his health care reform.                                      If only that were so. Nobody who tracks health insurance sees any sign of softening premium prices for people who already have insurance, Obamacare or not. Premiums for 2010 were up 10% and are predicted to keep growing at the same rate in coming years.Health insurance is beginning to resemble air travel–where deep-pocketed business passengers subsidize penny-pinching vacationers. Insurance companies, under the measures in Congress, would be forced to take all comers, young and old, healthy and sick. Over ten years they would confront 1 billion in spending on uninsured and newly subsidized customers, costs that would be passed along to the young and healthy. The federal government isn’t going to pick up all of that tab. So those now insured through a private plan at work or one bought individually will have to chip in.

If you’re thinking the legislation will tamp down overall health care spending, reconsider. Policy analysts ranging from the neutral Congressional Budget Office to the HMO lobby see no abatement in the growth rate of health care spending. That sector of the economy is growing at a 7.4% annual rate, says actuarial firm Milliman. Medicare’s chief actuary, Richard Foster, thinks that the Senate bill would expand health spending by 4 billion above current projections.

The premium hikes will result from cost shifting, better known as passing the buck. The House and Senate insurance bills aim to cover their costs in part by cutting annual Medicare reimbursements to hospitals, doctors and drug companies by billion. Those providers will likely try to offset the cuts by negotiating higher rates with private HMOs–which then get passed along through higher premiums. That’s exactly what occurred after past Medicare and Medicaid cuts, according to the CBO analysis. Families USA, a nonprofit group advocating expanded federal involvement in health care, says insured families are already absorbing ,000 a year in costs shifted away from uninsured patients.

n Pre-tax dollars from health savings accounts (HSA), flexible spending accounts (FSA) or health reimbursement accounts (HRA) can not be used to buy over-the-counter, non-prescription medicines. Easy To Insure ME

n Increase the tax from 10 percent to 20 percent for non-medical early withdrawals from a health savings account for those under age 65.

n Impose an annual cap of ,500 on contributions to flexible spending accounts, which are now unlimited; the cap is indexed for inflation.

n Premiums for Part D Medicare drug benefits for high-income senior citizens will increase in income tiers like the ones used for Part B benefits. An average Part D premium is about -40 per person per month, so this provision will add about a 1 percent marginal tax impact. Like Part B, the higher Part D premium will be determined based on a two-year look-back: 2011 premiums will be based on reported Modified Adjusted Gross Income in 2009.

n The threshold for the higher-income related Medicare Part B premiums is frozen until 2019, effectively making an increasing number of people each year subject to higher premiums. The current standard Medicare premium is 0.50 per month and increases to 4.70 per month when the threshold – ,000 for individuals and 0,000 for couples – is reached and continues to increase as income increases.

Effective Jan. 1, 2013

n A new 0.9 percent payroll tax on individuals earning more than 0,000, or 0,000 for joint filers. Currently the Medicare payroll tax is 2.9 percent of all earned wages – with workers and employers each paying 1.45 percent. As an example, an individual who makes 0,000 a year in wages and ,000 a year in investments would not have to pay the new tax.

n A new 3.8 percent tax on unearned income generated from interest, dividends, capital gains, annuities, royalties and rents for individuals who earn more than 0,000 or couples who make more than 0,000. The tax will be imposed on the lesser of either net investment income; or modified Adjusted Gross Income (plus any excluded foreign income) over a threshold amount. The threshold amounts are 0,000 for joint filers and 0,000 for single filers. “Net investment income” does not include distributions from qualified plans or IRAs. Also affected are individuals who make a profit of more than 0,000 on a real estate sale or couples who make a profit of 0,000 on a real estate sale.

n A tax per participant on insured and self-insured health plans for funding comparative effectiveness research to be paid by insurance companies. In 2014, the tax increases to per participant and can increase based on a specific formula.

n Increase from 7.5 percent to 10 percent the floor on itemized deductions for medical expenses, but taxpayers age 65 and over are exempt from the cutback through 2016.

EFFECTIVE 2014

n Pharmaceutical companies will face a new excise tax based on the market share of the company.

n Most medical devices become subject to a 2.3 percent excise tax collected at the time of purchase.

n Health insurance companies become subject to a new excise tax based on their market share; the rate gradually raises between 2014 and 2018 and thereafter increases at the rate of inflation.

n Annual penalty of or up to 1 percent of income (whichever is greater) is imposed on individuals who do not obtain health insurance; this will rise to 5, or 2.5 percent of income, by 2016. Families have a limit of ,085. Exemptions to the fine include cases of financial hardship (where health insurance would cost more than 9.5 percent of an individual’s income) or religious beliefs.

n Employers with more than 50 employees who don’t offer full-time employees health insurance face a ,000 per employee penalty. Businesses with fewer than 50 employees are exempt from the requirement.

Effective 2018

n A new 40 percent excise tax on high cost (“Cadillac”) insurance plans is introduced. The tax is on the cost of coverage in excess of ,500 (family coverage) and ,200 (individual coverage), and increases to ,950 (family) and ,850 (individual) for retirees and employees in high-risk professions. The dollar thresholds are indexed with inflation; employers with higher costs because of the age or gender demographics of their employees may value their coverage using the age and gender demographics of a national risk pool.

2) Avoid excessive alcohol use

Avoid excessive alcohol use, it lowers the immune system. People who consume more than 3-4 alcoholic beverages in a week are at far greatest risk of catching a viral or bacterial infection. Even if you do most of your drinking at home where you are safe from others germs, you still are very susceptible. Once the immune system has lowered its defenses you are risk anywhere you have to go and even in your home if you live with others who leave the house. Drinking excess alcohol can also lead to other very expensive health issues, such as liver disease or alcoholism. To be diagnosed and treated for chronic liver problems can and does cost deep in the pocket. Not to mention once you have this getting medical insurance with another company will be very hard and costly for a pre-existing condition. Facts On Alabama Health Insurance

When it comes to health insurance, Alabama doesn’t really come to mind. The more popular association to Alabama, perhaps, is a Hollywood movie or two with the word Alabama in the title (and it does sound sweet). But heres one thing you should know about Alabama: its one state that is very particular about the healthcare of its citizens. In fact, the state governor even proposed to legislate tax breaks to small-time businesses that offer healthcare benefits to employees.

But Alabama is not really that much different from all the other states in the United States, and there are some facts that may be or less true for others.

* Prices are the same, always

It doesnt matter if youre getting your healthcare plan from the healthcare provider head office or from your insurance agent. Prices across health insurance plans (specific to healthcare providers) remain the same. Under certain law, insurance providers are not allowed to sell programs at prices much than the price offered by agents.

* Dont take it personally if your pre-existing condition is not covered

Like anywhere in the United States, health care insurance providers are not prohibited from excluding pre-existing conditions from their coverage. But of course, you can always qualify for guaranteed issue health insurance if you meet certain criteria.

* Employment at bigger companies is better

If you want to save on health insurance costs, then choose to be employed at a company with 25 or more employees. Under the Health Maintenance Organization Act of 1973, companies with 25 or more people on their payroll are required to offer healthcare benefits to their employees.

* More options for dental healthcare plans

For dental healthcare, there are actually three kinds of plans that you can choose from: the traditional dental HMO plans, dental PPO plans, and dental discount plans. These are available throughout Alabama.

HMO and PPO plans are the real insurance plans: you pay the premiums and then the insurance company pays for the dental healthcare provider. Dental discount plans are not insurance plans, you pay an annual fee so you can benefit from dental services at discounted rates (typically 50% to 60% of professional fees). The rest of the billed amount you will have to pay from out of your own pocket.

* There are many healthcare providers

When it comes to healthcare plans, keep in mind that there are many healthcare providers and that the Internet has made it all possible for practically anyone and everyone to get health insurance quotes in minutes. When choosing a healthcare plan, it’s best to keep these things in mind:

- Your Actual Real-life Needs (Are you single or trying to raise a family? Do you need to go to a doctor often?)

- What You Want (Will any doctor do for you? Do you prefer to keep your doctor?)

- Your Budget (How much can you set aside to pay for monthly premiums?)

Health insurance is a kind of agreement between you and your insurance company that you need in case you get sick and need medical help. Unfortunately, usually people get interested in their health insurance only when something bad happens – only to find out that they have a 3,000 deductible or some important things you need (such as a wheelchair) are not included into the policy. Before you get a health insurance policy it’s recommended to review all of them and find the one that will give you most coverage.

Almost all health insurance policies cover emergency services and whenever you have to go to the hospital and receive the treatment the cost will be covered less the deductible specified in the policy. A basic deductible for emergency room treatment can start at and it should be mentioned that insurance companies are very particular about conditions that can be considered an emergency. If you have flu it’s probably not going to be covered, unless your fever is way too high. Your health insurance is likely to cover annual check-ups, with their number specified by the policy. If you need to see your doctor more often than it’s usual you need to look for a health insurance policy that soul be more comprehensive and would provide you with more coverage. Vision services are usually covered, including one visit to the eye doctor a year, while glasses and contact lenses are not covered in most cases, especially if you have a basic health policy.

Hardware coverage is required for people wearing glasses or contact lenses. Certain diagnostic services that are considered to be reasonable by your insurance company (X-rays and other procedures intended to diagnose certain conditions). You may not qualify for coverage if the symptoms you have are not considered to be serious enough – so it’s always best to call our insurance company with this question. If you are planning to have a surgery a pre-authorization from you insurance company is required. The necessity of the surgery will be evaluated by the doctor and the request is supposed to be sent by your health care provider. This can take up to 30 days. So, in general you need to keep in mind that most insurance companies will not be paying 100% of your medical costs, and in most cases you will have to co-pay from 10 to 50% of each medical bill you get. Before you purchase a health insurance policy it’s worth thinking about how much you are ready to pay out of your pocket for the service provided, and if that amount is not too high be ready to purchase a standard or above health insurance policy with maximum coverage.

Blue Cross Blue Shield Most Expensive Health Insurance

The Sept. 23 deadline for compliance with several health reform benefit mandates brought negative impacts for several Blue Cross and Blue Shield plans. Most notably, Blue Cross and Blue Shield of North Carolina agreed to refund 5.8 million to members enrolled in individual coverage, citing the health reform law’s grandfathering provisions as the catalyst. And other Blues plans have blamed the reform law for withdrawals from the child-only coverage market and for premium rate hikes in other lines of business, drawing criticism from regulators.

Under an agreement with the state insurance commissioner, BCBSNC said it will issue a one-time refund to 215,000 members. CEO Brad Wilson said at a Sept. 20 press conference that the funds are coming out of the company’s “active life reserves,” which are “portions of the premium that we set aside in the early years of a policy to keep premiums more stable over the life of the policy, as customers’ medical expenses rise.”

Under the health reform law’s grandfathering provision, “policies purchased or substantially modified after March 23 of this year will end in 2014,” Wilson said.
“Therefore, the reserves held for these products will cover a much shorter period of time, which allows for these funds to be released.” He explained that refunds will equal a little more than 1.5 times an individual’s monthly premium. A policyholder who pays 0 a month will receive a check for 0.

Yet BCBSNC also requested an average 7% rate increase for Blue Advantage PPO customers in August. The insurer said when it filed the proposed increase that it was the lowest since 2007, and that 28,000 customers would see decreases in their rates. The insurance commissioner approved a 5.37% increase.

So why the need for increases when the insurer’s pockets are overflowing? Lew Borman, spokesperson for BCBSNC, says the issues were decided in separate discussions. “The rate filing was an annual filing, an annual discussion. The premium issue was separate.” Premium increases, he asserts, “are based primarily on medical trend….The active life reserves come from 2010 and the rate filing is for 2011.”

But one analyst contends the issues are, in fact, linked. The North Carolina Blues plan “apparently has excess statutory capital,” says Brian Wright, an equity analyst at Collins Stewart LLC in New York. “There are two ways to reduce the excess. One way is to price premiums lower than they would be so that capital is degraded away.” The problem with that method is that “consumers would get a false sense of what was actually happening with underlying health care inflation,” he says. BCBSNC chose the second way to reduce excess, which is to give customers refunds on prior years’ premiums. That way, Wright says, “consumers receive the same benefit on a dollar basis, but do not get the false impression that medical inflation is lower than reality.”

There is some precedent for Blues plans returning excess capital to policyholders through premium givebacks. In 2003, a slowdown in the rate of increase in health care spending left many not-for-profit Blues plans with unexpectedly high reserves and brought intense scrutiny from state regulators. The result:

Blue Cross & Blue Shield of Rhode Island said in October 2003 that it would distribute million to customers, hospitals and other providers via premium rebates and increased reimbursements. The insurer decided to use a “rate holiday” to return million to employers. Each employer group would get a 5% discount on one month’s premium payment. Another million would be used to increase physician reimbursement, and the last million was distributed to hospitals in Rhode Island.
BlueCross BlueShield of Tennessee said in October 2003 that it would refund million in premium payments to fully insured group and individual members starting in December 2003. Any enrollees or businesses that had fully insured Tennessee Blues coverage for at least one month during 2003 were eligible to receive about 4.5% of premiums back, in the form of a check mailed in December 2003 or a credit on their statement for January 2004. The Tennessee Blues plan did not include providers in the giveback program.
Horizon Blue Cross Blue Shield of New Jersey said in February 2004 that it would distribute .8 million to small businesses, .9 million to senior Medigap members and .3 million to individual enrollees under age 65. In addition, the insurer said it would commit million to provide computer hardware and software to a number of New Jersey hospitals and physicians.

Meanwhile, some Blues plans and other insurers have withdrawn from child-only coverage, citing issues with reform provisions related to pre-existing condition exclusions. The insurers said they no long would sell such policies as of Sept. 23, when they may no longer reject applicants up to age 19 based on pre-existing conditions. In Colorado, for example, WellPoint, Inc.’s Anthem unit and several other carriers, including Aetna Inc., CIGNA Corp., Humana Inc. and UnitedHealth Group’s Golden Rule Insurance Co. subsidiary, said they would drop new sales of child-only policies while continuing to cover current child-only enrollees and to accept children with pre-existing conditions in new family policies. Insurers in several other states also reported that they would withdraw child-only products.

Under rules issued in June that take effect for plan years beginning on or after Sept. 23, 2010, insurers may no longer exclude pre-existing conditions from coverage for enrollees under the age of 19. In an effort to address concerns regarding adverse selection, HHS issued guidance July 27 authorizing insurers to restrict enrollment of children under age 19 “to specific open-enrollment periods,” if permitted by state law. But the open-enrollment period must apply to healthy as well as sick children, while the insurers — and some state insurance commissioners, preferred to allow acceptance of healthy children year-round. HHS signaled that it would try to adjust open-enrollment periods to address the risk of adverse selection, but no deal had been reached by press time.

Meanwhile, insurers in several states blamed reform for premium rate hikes. The Rhode Island Blues plan, for example, reportedly told customers it would raise premiums by a few percentage points on top of already approved rate hikes to account for additional benefits mandated by the reform law. BCBSRI and other Rhode Island insurers that planned to impose similar rate hikes came under fire from Insurance Commissioner Christopher Koller. In a Sept. 9 letter to chief executives at the state’s three largest insurers, Koller said that any changes to approved premium rates “as a result of PPACA [i.e., the reform law] will be considered material and an exception to the OHIC’s previous decision….They may not to be applied in quotes to customers unless and until approved by this office.” The insurers also must submit “analysis supporting the additional premium rate charge anticipated for each contemplated change and why it should cause average rates to increase by more than the amount approved.”
BCBSRI spokesperson Kimberly Reingold told The AIS Report that “the guidelines under federal health care reform will add cost to employers and we currently are working with them to understand the specific impact to premiums, which will vary based upon benefits selected by each employer. Every time an employer changes their coverage, or we are mandated to cover new services…rates are adjusted.” She added that “those rates could be anywhere from 1.8% to 3% more depending upon plan design.”

HHS reacted strongly to news that insurers were blaming reform for rate hikes and market exits. In a Sept. 9 letter to the trade group America’s Health Insurance Plans, HHS Sec. Kathleen Sebelius warned that there will be zero tolerance for “misinformation and unjustified rate increases” blamed on health reform. In her letter, Sebelius said that several insurers are falsely attributing 2011 premium increases to patient protections in the reform law. According to the administration’s analysis and those of some “industry and academic experts,” any potential premium impact from reform would be no more than 1% or 2%.
